The Eureka LinkUp call for projects 2025 is an international funding opportunity aimed at supporting cross-regional research and development (R&D) collaborations focused on innovation and commercialisation across a wide range of technology and application fields. Launched on 26 May 2025 and open until 10 September 2025, this call is part of the Eureka Network Projects framework, one of the largest global public networks facilitating cooperation in R&D and innovation across over 45 countries.

Eligibility

The call involves ministries and funding agencies from Albania, Austria, Montenegro, Serbia, Slovenia and Türkiye. 

To be eligible, R&D project consortia must include at least two independent organisations from at least two of the above participating economies. Partners from other Eureka member or non-member countries may also join, provided they secure their funding, either through public funding or self-financing.

Scope and Objectives

There are no thematic restrictions, meaning project proposals across all scientific, technological, or application domains are welcome. 

The call is designed to support industry-driven, market-oriented R&D projects that demonstrate strong potential for commercialisation and practical impact.

Funding and Support Details

Each participating partner from the Western Balkans provides funding according to its rules and budgets. 

For example, Albania (NASRI) offers grants up to €50,000 per project per year, funding up to 80% of eligible costs for startups, SMEs, research organisations, and universities.

The Ministry of Education, Science, and Innovation of Montengro has a budget of 100,000 Euro for this call for projects. Participants from Montenegro can receive a grant of up to 50,000 euro per project per research year. Up to 100% of eligible costs can be funded for SMEs, large companies, universities and research organisations. 

Participants from Serbia (NITRA) can receive a grant of up to 50,000 Euro per project year. Up to 50% of eligible project costs can be funded for universities and research organisations.

Eligible costs typically include personnel, equipment, travel, external development services, and other direct project expenses.

Application Process and Timeline

International submission deadline: 10 September 2025 

Expected project start: December 2025 to April 2026

The project lead must be a commercial company, although consortia can include universities and research institutes as partners.
